Project Overview

This project involved the supply, installation, and commissioning of a national Fixed Spectrum Monitoring System (FSMS) for the Telecommunications Regulatory Commission of Jordan.

The system enables continuous and high-accuracy monitoring of the radio spectrum to ensure regulatory compliance, efficient spectrum utilization, and rapid response to interference and unauthorized transmissions. The FSMS plays a critical role in supporting TRC’s mandate to safeguard licensed spectrum use and maintain service quality across all wireless services in the Kingdom.

MOSECO, in partnership with TCI, successfully won and executed the project, delivering an advanced regulatory-grade monitoring solution aligned with international spectrum management standards.

Scope of Work

1. System Supply & Installation

Supply and installation of a nationwide Fixed Spectrum Monitoring System
Deployment of monitoring stations, sensors, antennas, and processing equipment
Integration with centralized monitoring and analysis platforms
System testing, validation, and commissioning

2. Spectrum Compliance Monitoring

Continuous monitoring of radio emissions for compliance with frequency license conditions
Frequency band measurements across regulated spectrum ranges
Frequency channel occupancy measurements and utilization analysis

3. Interference Detection & Investigation

Detection and investigation of harmful interference cases
Identification of unauthorized and illegal emissions
Correlation of detected signals against licensed spectrum records

4. Signal Identification & Analysis

Locating, evaluating, and identifying unknown emitters
Cross-referencing detected signals with the existing Automatic Spectrum Monitoring System (ASMS) database
Advanced signal classification and emitter characterization

5. Direction Finding & Geolocation

Direction Finding (DF) and geolocation of emitters
Accurate positioning of interference sources
Operational support to guide TRC field teams during interference resolution missions
